As Davlatsho Etiborov reports, children are drawn to swim in waterways which provide the basis for agriculture in Khatlon region.



Parents face even greater distress as the emergency services do not have divers who can retrieve the bodies of their children. Instead, when a drowning has occurred in an irrigation canal, the authorities close the sluices and let the water drain away. Local farmers who depend on the canals are unhappy when this happens.
