Suspicion Issued to Head of the Occupying Administration in Nova Kakhovka

Investigators of the National Police in the Kherson region issued a suspicion in absentia against Volodymyr Leontyev for violating the laws and customs of war (Part 1 of Article 438 of the criminal code). Russia-born Leontyev is a Ukrainian citizen and holds the post of head of the occupying authority of the military-civil administration in Nova Kakhovka.

According to the investigation, in March 2022 Leontyev ordered the illegal imprisonment of the mayor of Beryslav in the Kherson region. The mayor refused to cooperate with the occupation authorities and as a result was handcuffed and taken to the seized premises of the Kakhovka district police department. He was kept until April 2 in unsanitary conditions, with restricted food and water, no medical assistance and subjected to psychological violence and moral pressure.

In July 2022, Leontyev was also charged with violating the laws and customs of war, cruel treatment of the civilian population as a result of a prior conspiracy by a group of persons (Part 2 of Article 28 and Part 1 of Article 438 of the criminal code) for ordering the kidnapping of  journalist Oleh Baturin, whose case is currently being considered in Odesa’s Suvorovsky District Court.

National Police Identifies Russian Soldiers Who Robbed Jewellery Shop 

Investigators of the National Police in the Kharkiv region issued a suspicion in absentia against Russian servicemen Nabivullah Gulmagomedov and Ilya Katelnikov for violating the laws and customs of war based on a prior conspiracy by a group of persons (Part 2 of Article 28, Part 1 of Article 438 of the criminal code).

According to the investigation, at the end of April 2022 in the occupied city of Izyum, the two Russians serving in thae howitzer-artillery division robbed a jewellery shop. Taking advantage of the fact that the premises were damaged, the two suspects broke in, took  a safe containing nearly two kilogrammes of gold jewellery, loaded it into their car and drove off. According to experts the stolen items were worth over eight million hryvnias ( 218,000 US dollars).

SBU Investigating Nearly 92,000 Proceedings Related to Russia’s Invasion

The Security Service of Ukraine (SBU) has started pre-trial investigations in nearly 92,000 criminal proceedings related to the Russian Federation’s invasion of Ukraine. SBU head Vasyl Malyuk, stated that 43,000 cases were specifically related to Russia's violations of the laws and customs of war. Suspicions were notified to 448 high ranking military personnel and political officials.
